The TRIG Data Integration Activity has released an RFP for a Moodle connector to the Michigan Data Hub Infrastructure. The initial announcment is below.
Dear Prospective Bidders,
On behalf of the TRIG Data Integration Project in Michigan, I am pleased to release this Request For Proposal (RFP) for a Moodle Connector Using the Data Hub Ed-Fi API. The Overview and Purpose section provides a good background of our use of the Ed-Fi Alliance Solution and how that has been incorporated into our Michigan Data Hub over first three years of work and six phases of development. We are reaching out to vendors who have experience with the Moodle environment along with those who provide the implementation of Ed-Fi in other states, regions and districts. Since both the Ed-Fi Alliance and Michael & Susan Dell Foundation have worked with us very closely, we have copied them on this RFP so that they have the information related to our planned usage of their technology. Also copied on the message are members of the TRIG Data Integration Advisory, who will be reviewing the responses once submitted.
The timeline for the RFP process is as follows:
- January 23, 2017 – RFP Released
- January 30, 2017 – Vendors indicate intent to respond/Vendor meeting to discuss RFP Questions (1pm Eastern via WebEx – Details provided in RFP Letter)
- February 10, 2017, 1pm Eastern – Proposals Due and Bid Opening
- Week of February 13, 2017 – Initial review and selection by the Data Integration Advisory Committee, Reference checking of finalists
- Week of February 20, 2017 – Recommendation to KRESA, Contract Negotiation, Contract Signatures
- February 27, 2017 – Work may begin
- June 30, 2017 – Work completed and all items billed to KRESA- unless other arrangements have been made

Q&A Session January 30th
On Friday, January 30th, 2017 at 1pm Eastern we will hold a vendor Q&A session to address any questions for vendors.
A few follow-up questions were received by mail. Here are those questions and answers:
Q1: To what extent do districts enter teachers with their PIC code in Moodle’s “ID Number” (or another) field? See https://docs.moodle.org/24/en/Add_a_new_user#Optional
A1: We don’t have a good way to know how many of the districts use the PIC code in the Moodle ID Number or other field. My guess is that it is fairly rare to use PIC in Moodle. More likely they would use their district identification code from the SIS.
Q2: Similarly, to what extent do districts enter students with a student identifier in Moodle’s “ID Number” (or another) field?
A2: It is possible that districts use the UIC (State ID) in Moodle. More likely that they use district student number. Not sure if a secondary id field is used in any way.
Q3: Can we assume the starting state of integration is a fresh instance of Moodle? If not, what are the requirements around data merging to avoid duplicate courses, etc.?
A3: I would say integration state is a fresh instance of Moodle. Managing of duplicates and merging seems to be a difficult thing to handle.
